Two customers separately asked about webhook retry policy

Talked to two design partners this week — both want to know what happens when their endpoint is down and we try to deliver a webhook. Neither realized we don't retry at all right now. Possibly the same underlying 'we don't trust the pipe' anxiety as the CSV export ask.
